Can Puerto Rico ignite the knowledge economy?

In the past 50 years, there has been only incremental progress in advancing Research & Development (R&D) in Puerto Rico. There has been wide recognition, but not enough investment to stimulate R&D, which, along with its associated activities, has been a largely untapped source of global competitive advantage for Puerto Rico, with the potential to attract significant foreign investment and generate vast sums of wealth for the commonwealth's economy.
